I'm well versed in HTML and CSS, good with Photoshop, and can even throw some basic PHP into your layout. I've been webdesigning for about 5 years now, and I code my layouts by hand. You can see multiple examples of my work at:

<-------------RATES AND SERVICES------------->
* $8 for a small website - this includes graphics and ALL your content coded. If your site is more than 8 pages, there will be an small extra charge that we can negotiate privately.
* $6 for an LJ layout - this includes graphics AND coding (including all your content), as well as a matching LJ icon to go along with the layout. The rates are fairly cheap at the moment, considering I'm still getting myself acquainted with the LJ coding.

<-------------RULES AND RESTRICTIONS------------->
1. Make layouts out of any pictures that make me uncomfortable. I'm pretty flexible about things, but I will tell you that ecchi/hentai, panty shots, ridiculously oversized breasts, and sexual nudity are all out of the question.
2. I cannot install any link-ware PHP/CGI codes - this is mainly because they aren't my work, and are otherwise offered free, so it would be morally wrong to charge for something that I did not code myself. If you'd like help installing these codes AFTER your initial layout is done and paid for, then I'd be glad to help.
3. Use fanart in a layout, unless you have drawn it yourself or have recieved express permission from the original artist. The same thing goes for Photoshop brushes/textures. Mainly for the reasons stated in #2.
4. Duplicate another site's layout in any way/shape/form

If you still want a layout from me, please email me at: rabirabitan[AT]gmail.com and we'll work things out. ^_^ For your layout, I'll need you to provide a few basic things: A good description of the type of layout you want, along with the picture(s) you'd like me to use.
If you want me to code a website or an LJ layout with a side bar, please provide me with the content of the pages, preferrably in an attached Word Document with the seperate pages clearly labelled.
Payment will be done as such: I will design your desired layout in Photoshop, and once I am finished with the graphics, I will send you a screencap. If you are satisfied with the work, let me know AND send over half the payment via Paypal. After I've recieved the payment, I'll code the actual layout. Once I'm done, I'll show you a working preview to the layout - I can even password protect it if you want it to be 100% private. If you are satisfied with that, I will zip up all the site's graphics and content and e-mail them to you. Once you've recieved the zip file and have successfully installed your layout, notify me and we'll finish up the 2nd half of the payment. ^_^
